This session provides an overview of Florida’s Exceptional Student Education (ESE) services, focusing on the legal foundations, eligibility criteria, and support systems for students with disabilities (SWDs). Attendees will learn about the roles of the Bureau of Exceptional Education and Student Services (BEESS), the Individualized Education Plan (IEP) process, Child Find responsibilities, and the importance of family engagement. The session also highlights state-funded resources and projects that support inclusive education and improved outcomes for SWDs.

Educational Program Director, Bureau of Exceptional Student Education and Student Services
Chelsea Strickland is a seasoned leader in Florida’s education system, currently serving as Educational Program Director for Instructional Support Services. With over 20 years of experience, she has led key initiatives in special education policy, funding, and accountability. Chelsea played a pivotal role in revising Florida’s criteria for significant cognitive disabilities and securing IDEA funding to strengthen educational support across the Sunshine State. Her efforts demonstrate a steadfast commitment to enhancing outcomes for students with disabilities throughout Florida.
Mirtha Santisi
Mirtha N. Santisi, Ed.S., is an experienced School Psychologist Consultant with over 20 years in the field. She is committed to enhancing comprehensive practices and developing student-centered support systems within educational environments.
Mirtha possesses extensive expertise in conducting a wide range of psychoeducational evaluations, focusing on both low-incidence and high-incidence disabilities. She has a thorough understanding of special education policies and procedures, including Child Find, Section 504 compliance, and Multi-Tiered Systems of Support (MTSS).
Additionally, she acts as a reviewer for mental health plans and suicide prevention programs in schools, assessing training materials related to these initiatives.
