Virtual Volunteer Conference: Beyond Florida's Border - ICPC

This training will educate attendees on the Interstate Compact on the Placement of Children, the mechanism used to govern the placement of dependent children in another state.  Participants will learn the rules and regulations governing the Compact, the process for initiating and placing of children, and strategies for effectively navigating the complex interstate process and making best interest determinations for out-of-state placements.

Alicia Guerra, Esq. - Director of Legal Services. Florida Guardian ad Litem Office

Alicia Guerra holds a Juris Doctorate, a Master of Social Work, and a Child Welfare Certificate from Florida State University.  She is a Certified Public Manager and Board Certified Juvenile Law Specialist.  She has worked in child welfare for over twenty-two years in positions to include Department of Children & Families and Guardian ad Litem (GAL) Senior Attorney, GAL Supervising Attorney, and GAL Regional Legal Counsel/Deputy General Counsel.  In 2022, she was appointed as Director of Legal Services for the Statewide Guardian ad Litem Office, where she has oversight of the training and practice of Guardian ad Litem Attorneys assigned to represent dependent children under court supervision.    

Paul Nigro, CPM - Director of Education and Development.  Florida Guardian ad Litem Office

Paul Nigro has worked for the Guardian ad Litem Office since 2006, beginning his career as a Child Advocacy Manager in Circuit 10.  Mr. Nigro went on to become the Assistant Director and Circuit Director of the 19th Circuit Office before being promoted to Regional Director in 2020.  In addition to serving the Office as a Reginal Director, Paul also serves as Director of Education and Development.  Mr. Nigro has a Masters Degree in Organizational Leadership and graduated from Florida State University's Certified Public Manager program in 2018.
